Parliament Ends Work of Extraordinary Sitting

According to the addenda to the Law on Narcotic Drugs and Psychotropic (Psychoactive) Substances and the RA Criminal Code, criminal responsibility will also be designed in case of illegal circulation of the derivatives of narcotic drugs and psychotropic (psychoactive) substances, consumption, theft, extortion, smuggling, inclining, involving of their use, promoting their use and in other cases of their illegal application. The RA Deputy Head of Police Ara Fidanyan presented the legislative package for debate at the NA extraordinary sitting on May 19.

The NA deputy Armen Khachatryan noted that the Standing Committee on State and Legal Affairs endorsed the package of drafts.

The parliament also debated in the first reading the proposed amendments and addenda to the Law on Aviation authored by the Government.

According to the RA Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan, the adoption of the draft is conditioned by the need to comply with a number of provisions of international agreements and the standards of the International Civil Aviation Organization. The powers to adopt secondary regulatory legal acts stemmed from the law in the process of normative regulation of the aviation activities by the RA Ministry of Territorial Administration and Infrastructure and by the Civil Aviation Committee are clarified. The relations connected with the construction of flight platforms and their further operation by the operators of the low-class plane will be regulated.

The member of the NA Standing Committee on Economic Affairs Hayk Tsirunyan informed that the draft was debated and endorsed in the Head Committee.

The executive body proposes to set out the procedure with the amendments to the Law on Penitentiary Service for training of penitentiary servants holding positions of chief, senior, middle and junior groups of the penitentiary service.

The RA Deputy Minister of Justice Arpine Sargsyan noted that now the training of servants and the performance appraisal are carried out in accordance with the Law on Civil Service, however most of the staff are not civil servants in the penitentiary system, but penitentiary servants. This service has certain peculiarities which should be taken into account in case of performance appraisal. The Deputy Minister informed that it is planned to change the procedure for trainings having as a basis the assessment of individual needs based on features and the regular training system no later than once every three years in case of need for the development of professional knowledge and skills of penitentiary servants. According to the transitional provision for the transitional period, the procedure for training will be defined by the order of the Minister of Justice coordinating the field.

In his co-report, Alkhas Ghazaryan voiced about the endorsement of the NA Standing Committee on State and Legal Affairs.

The debated issues were accepted in the first reading. Covering the agenda, the National Assembly ended the work of the regular sitting.
